Spanning 56 miles from Spotsylvania County into the District of Columbia, the 95 Express plan will bring much needed improvements to Virginia’s roadways at no cost to the Commonwealth, its localities, or the Federal Government.

95 Express will provide significant roadway improvements, including converting the existing HOV system to an HOV/HOT system and adding a total of 98 new lane miles to the I-95/395 corridor.



Utilizing a proven system consistent with successful HOV/HOT systems already implemented in other areas of the country, 95 Express will offer Low Occupancy Vehicles (vehicles with 2 or fewer occupants) the choice of utilizing the faster moving 95 Express Lanes by simply paying a toll.

95 Express will remain open and free to all carpools, vanpools, HOV3 users, and sluggers just like it is today.

Automated overhead toll collection devices will be utilized for collecting fees from LOV users by pre-paid Smart Tags and EZPASS transponders. Buses, vanpoolers and HOV3 users will not need a transponder.

When a Low Occupancy Vehicle enters the 95 Express Lanes its point of entry is logged through the transponder system. Then when the low occupancy vehicle exits the 95 Express Lanes through the designated toll lane, the transponder logs the location of the vehicle's exit, calculates the distance traveled and assesses the proper toll.

Tolls will be set according to a variable rate schedule with higher prices charged during peak hours to ensure that ALL traffic keeps flowing.

During times of extreme congestion, rates will be adjusted dynamically to ensure consistent levels of service and preserve HOV capacity.
